Entitet: Federacija BIH Kanton: Kanton Sarajevo Adresa: Bulevar Meše Selimovića 97 Ukratko o lokalnoj zajednici s osvrtom na mlade: Grad Sarajevo je tokom sedamdesetih godina karakterisao brz ekonomski i kulturni razvoj, u kojem su najveću ekspanziju doživjeli industrija i građevinarstvo. Velike slobodne površine pretvorene su , prvo u gradilište, a zatim u moderne urbane cjeline, koje su se gotovo spojile sa gradskim kompleksima. Brz porast broja stanovnika, nagli razvoj industrije, trgovine, saobraćaja...nužno su uslovili i odgovarajuću teritorijalnu preraspodjelu grada, općina i mjesnih zajednica. Novom teritorijalnom raspodjelom bivših gradskih općina te priključenjem novih koje su postale integralna gradska cjelina, Sarajevo je postalo grad sa deset općina: Centar, Stari Grad, Vogošća, Ilidža, Novo Sarajevo, Novi Grad Sarajevo, Ilijaš, Trnovo, Hadžići i Pale. Po broju stanovnika i industrijskom potencijalu najveća općina tada u Bosni i Hercegovini – Novo Sarajevo, podjeljena je na dvije: Novo Sarajevo i Novi Grad Sarajevo. Općina Novi Grad Sarajevo kao administrativni, kulturni, obrazovni, zdravstveni, trgovinsko-uslužni centar grada Sarajeva formirana je 12. aprila 1978. godine. Obuhvatila je industrijsko predgrađe i novoizgrađena naselja Sarajeva. Prostire se na površini od 47, 98 kilometara kvadratnih i graniči sa općinama Novo Sarajevo, Ilidža, Vogošća i Ilijaš. Na dan konstituisanja SO u ovom dijelu Sarajeva živjelo je 60.000 stanovnika u 18 mjesnih zajednica. Prije rata a prema popisu stanovništva iz 1991. godine Općina Novi Grad Sarajevo je imala 136.746 stanovnika. Prema Popisu satnovništva, domaćinstava i stanova u Bosni i Hercegovini 2013. godine na ovom lokalitetu trenutno živi oko 125.000 stanovnika/ca u 27 mjesnih zajednica. Okružena je planinama Trebević i Igman sa jugozapadne i zapadne strane, te Humskim brdom sa sjeveroistočne strane. Otvoreni vodotoci su rijeke: Miljacka, Dobrinja i Bosna, potoci Rječica, Buča potok i Lepenica. Zbog konfiguracije tla i pritoka, vodostaj često varira u toku godine. Prosječna nadmorska visina Općine je 500 m, sa najvišom tačkom od 850 m na brdu Žuč, a najnižom od 482 m u Reljevu. Geografski položaj Općine uvjetuje izuzetne prednosti u vezi sa pozicijom u regiji. Tranzitni položaj, saobraćajna povezanost sa drugim općinama Kantona Sarajevo i širom makroekonomskom regijom, pruža mogućnosti za razvoj malih i srednjih preduzeća, a samim tim i ljudskih resursa. Ogromni su tržišni potencijali s obzirom na broj potrošača i sveukupnu poslovnu aktivnost na području općine. Administrativna i funkcionalna povezanost sa centrom grada Sarajeva predstavlja izuzetnu pogodnost u smislu dostupnosti infrastrukturnim objektima, te sadržajima i institucijama od posebnog značaja. Naročito je bitna gradska saobraćajna infrastruktura povezana sa širom regijom, te međunarodnim aerodromom Sarajevo, a željeznicama i magistralnim putevima povezani smo sa susjednim i drugim evropskim zemljama. Na teritoriji općine možemo izdvojiti sljedeće objekte kulture: savremeno uređen Multimedijalni centar u sklopu zgrade Općine sa cca 270 sjedećih mjesta, pogodan i za pozorišne predstave, koncerte, projekcije filmova i sl., zatim Kulturni centar na Dobrinji pogodan za izložbe slika, književne večeri i sl., domovi kulture u Švrakinom Selu i Reljevu koji su pogodni za održavanje koncerata kulturno-umjetničkih društava, takmičenja pjevača amatera i sl., zatim amfiteatar u Aerodromskom naselju na otvorenom, Kuća Hadžihalilovića – ishodišna kuća, Eko-kuća i amfiteatar na otvorenom u Park šumi Mojmilo itd. U kulturno-historijsko naslijeđe Općine pripadaju obilježja XIV zimskih olimpijskih igara, i to Olimpijsko Naselje i sportska dvorana "Ramiz Salčin", zatim Tunel spasa DB (Dobrinja–Butmir) koji je u ratu bio poznat kao jedini izlaz iz grada i tunel spasa za opkoljeno Sarajevo, a prema Urbanističkom planu Grada Sarajeva za period 1986.-2015., u zaštićene spomenike kulture III kategorije svrstani su: Memiševića čardak, Merhemića kuća, Kuća Hadžihalilovića i Kuća porodice Žiga. Shodno potrebama ove najmnogoljudnije lokalne zajednice u Kantonu Sarajevo, na teritoriji ove općine nalaze se značajni sportski kapaciteti, i to: sportska dvorana "Ramiz Salčin", sportska dvorana "Dobrinja", stadion "Otoka", Olimpijski bazen na Otoci, preko 40 otvorenih sportskih površina i igrališta, sportske sale i otvorena igrališta u okviru osnovnih i srednjih škola, rekreaciono-sportska površina na lokalitetu Parka šume Mojmilo (trim staza, igralište), a u toku je i izgradnja sportske dvorane "Srce". Na teritoriji općine djeluje preko 40 sportskih klubova iz različitih oblasti. U Općini Novi Grad Sarajevo djeluje jedna visokoškolska institucija, četrnaest osnovnih škola, tri srednje škole, obdaništa u okviru JU "Djeca Sarajeva" i privatna obdaništa. Na području općine postoji jedan dom zdravlja smješten na dva lokaliteta, 14 ambulanti porodične medicine, jedna stomatološka ambulanta i dvije stomatološke službe. Razvijena je i privatna zdravstvena zaštita (apotekarska i stomatološka djelatnost, poliklinike, specijalističke ordinacije, centri i ordinacije opće medicine). Shodno Bazi podataka privrednih subjekata koja je urađana u martu 2010. godine, na teritoriji općine registrirano je 3.573 privredna subjekta, od kojih su najzastupljeniji: finansije, trgovina, uslužne djelatnosti, osiguravajuća društva ... Imajući u vidu činjenice koje se odnose na broj stanovnika ove Općine, slobodno se može kazati da su upravo ljudski resursi jedan od najznačajnijih potencijala Općine Novi Grad Sarajevo, pogotovu ako se zna da ima preko 24000 mladih osoba. Pri Općinskom vijeću Novi Grad sarajevo djeluje Komisija za pitanja mladih, formirano je Vijeće mladih Općine Novi Grad Sarajevo, u bazi podataka evidentirano je 8 omladinskih udruženja, sistematizirano je radno mjesto službenika za mlade, postoji Centar za mlade, u planu je izrada novog strateškog dokumenta za mlade. U cilju jačanja sopstvenih i kapaciteta mladih, općina je kontinuirano implementirala partnerske projekte, kao što su: Omladinski zdravstveni projekat, Projekt YERP – Zapošljavanje i zadržavanje mladih, Projekt „Volontiraj – kreditiraj“, Projekt “Općine naklonjene mladima u saradnji mladih i lokalnih vlasti”, Projekt: „Priznavanje UMiD-a - uči, misli, djeluj- kao obuke za aktivno sudjelovanje mladih“, Projekt „Youth Adrinet“ IPA Adriatic, Projekt “Podrška poduzetništvu mladih”. Pored navedenih, Općina je učestvovala i u projektima od šireg značaja, kao što su: dodjela nagrada za najbolje učeničke projekte od koristi za lokalnu zajednicu; Posao.ba; Sajam zapošljavanja mladih; Sajam poduzetništva mladih; Sajam zapošljavanja Kantona Sarajevo i Općine Novi Grad Sarajevo; učešće na konferencijama i sl. Ukratko o lokalnoj upravi: Općina kao jedinica lokalne samouprave, pa tako i Općina Novi Grad Sarajevo, uspostavljena je zakonom i ustavom, te u granicama zakona i propisanim kriterijima regulira i upravlja određenim javnim poslovima na osnovu vlastite odgovornosti i u interesu lokalnog stanovništva. Organi jedinice lokalne samouprave (Općine) su vijeće i načelnik/ca. Organ odlučivanja općine je općinsko vijeće u okviru svojih nadležnosti propisanih zakonom. Općinsko vijeće Novi Grad Sarajevo broji 31. vijećnika/cu. Izvršni organ je općinski načelnik. Na loklanim izborima održanim u Bosni i Hercegovini 2012. godine pobjedu u ovoj lokalnoj zajednici odnio je mlad čovjek, mr Semir Efendić, rođen 1983. godine. Jedinstveni općinski organ uprave Općine Novi Grad Sarajevo čine sljedeće službe: • Općinska Služba za privredu, finansije i inspekcijeske poslove, • Općinska Služba za urbanizam, imovinsko-pravne, geodetske poslove i katastar nekretnina, • Općinska Služba za opću upravu, • Općinska Služba za lokalnu samoupravu, • Općinska Služba za boračka pitanja, rad, socijalna pitanja i zdravstvo, • Općinska Služba za investicije, komunalni infrastrukturu i stambene poslove, • Općinska Služba za obrazovanje, kulturu, sport i lokalni integrisani razvoj, • Općinska Služba civilne zaštite, • Stručna služba za poslove kabineta općinskog načelnika i zajedničke poslove. Nadležna služba za pitanja mladih je Općinska služba za obrazovanje, kulturu, sport i lokalni integrisani razvoj, u okviru koje je sistematizirano radno mjesto službenika za mlade. Stručne, administrativne i druge poslove za potrebe Općinskog vijeća Novi Grad Sarajevo obavlja Služba za poslove Općinskog vijeća. U Općini djeluje Općinsko pravobranilaštvo kao poseban organ u funkciji zakonskog zastupnika Općine, te Općinska izborna komisija.
